Most people who say they live in Naples do not live in the City of Naples. The city itself is small — about 19,000 residents at the 2020 census — and a large share of "Naples" addresses are in unincorporated Collier County.
That distinction changes your taxes, your services and who you call about a permit, so it is the first thing to establish about any Naples property. After that, the useful question is "which of these four shapes of living do you actually want."
Most Naples buyers I work with land in one of these. Two are inside the city; two are not.
Inside the city limits, built around Fifth Avenue South and Third Street South and a short walk from the beach and the historic Naples Pier. The pier, first built in 1888, was badly damaged by Hurricane Ian; its rebuild began in January 2026 on an eighteen-month schedule and it is closed during construction. If walking to dinner and to the beach is the point, this is the short list.
Aqualane Shores, developed in the 1940s, was Naples' first subdivision; Port Royal followed in the early 1950s. Both are inside the city on Naples Bay, which reaches the Gulf through Gordon Pass. The bay itself is narrow and varies a great deal in depth — the city describes it as 100 to 1,500 feet wide and 1 to 23 feet deep — so the specific canal and route matter more than the neighbourhood name.
Outside the city, in unincorporated Collier County about seven miles north of downtown. Pelican Bay was planned from the 1970s on roughly 2,300 acres with a berm-and-boardwalk system that reaches the Gulf without cutting through the mangroves, and electric trams run residents to the beach from stations along the berm. It carries two layers of governance: a mandatory master association, the Pelican Bay Foundation, and the Pelican Bay Services Division, a county taxing unit.
Unincorporated Collier County, along the coast north of Pelican Bay. Wiggins Pass links the Gulf to the Cocohatchee River, Water Turkey Bay and Vanderbilt Lagoon, with Delnor-Wiggins Pass State Park on one side and Barefoot Beach on the other. For boaters the pass is the defining feature — and it changes often enough that the county has maintained it by dredging since 1984.
Buyers also ask me about Park Shore, The Moorings, Golden Gate Estates, East Naples, the bundled-golf communities inland and Marco Island. They are real and they matter — I have left them out rather than write something thin about them. Ask me directly and I will give you the honest read on any of them.
Collier County's seat is in East Naples, not in the city, and much of what people call Naples is governed by the county. For any property, establish which one it is before you compare it with anything else:

Naples Bay reaches the Gulf through Gordon Pass, which has a dredged, marked channel; no-wake rules apply in parts of the pass and throughout the bay. The fixed US-41 bridge over the bay has a charted vertical clearance of about 10 feet, which matters for anything moored above it. To the north, Doctors Pass has had reported shoaling, and Wiggins Pass is a natural inlet that changes often.
So verify the route for the specific property, not the neighbourhood:

This is the part where neighbourhood-level generalisation does the most damage. Two houses on the same street can carry very different flood exposure, very different insurance, and very different rules about what you are allowed to do after damage.
So do not ask whether an area floods. Ask, for the specific address:
The National Hurricane Center put maximum storm-surge inundation from Hurricane Ian in Naples at 6 to 9 feet above ground. Both the City of Naples and unincorporated Collier County participate in FEMA's Community Rating System at Class 5, a 25% discount on NFIP flood premiums — so the discount is the same either side of the city line, but the building department that applies the 50% rule is not.
If a home takes substantial damage, rebuilding may have to meet base flood elevation plus freeboard. On an older, lower home that can turn a repair into a rebuild. Ask the local authority how the rule applies before you buy, not after.

The areas buyers ask about most are Old Naples around Fifth Avenue South and Third Street South, the Naples Bay deep-water streets of Port Royal and Aqualane Shores, Pelican Bay in unincorporated Collier County, and North Naples around Vanderbilt Beach and Wiggins Pass.
Membership in the Pelican Bay Foundation, the master association, is mandatory. Separately, the Pelican Bay Services Division is a Collier County taxing unit that covers items such as street lighting, water management and beach renourishment. Ask for current amounts for the specific property.
